Yuri is about as far from Luke as you can get. While Luke struggled quite a bit to get over killing other people, Yuri... assassinates people. Often people who can't fight back. Bad people, but still, unarmed and old people who can't fight back.
I like Yuri, but I find it really hard to accept this sort of philosophy. I don't like Flynn much at all, but his beliefs are much easier to accept. It's a lot like the whole Lelouch/Suzaku thing. I don't like the idea of injustice, but it's hard to tell whether it's better to fight the injustice or to change the system of justice. In other Tales games the assassinated would have probably turned into monsters or something to give us the excuse to get rid of them. This game is a little harsher.
In conclusion, Luke >> Lloyd >> Yuri, but Yuri still is above, say, Tear. Or Estelle, who I started off liking in a lukewarm heroine sort of way but now hate in an equally lukewarm way. Or Zelos, hahaha, who I hated more than any other Tales character.
I dunno, I've been liking this game but this whole "hay its cool to murder people on the street" thing is really not getting much approval from me. I have a feeling no one's going to call Yuri on it except maybe Flynn, and I find myself believing in whatever is the opposite of what Flynn says. (I'm sure I'll like Flynn more later, I just find him mildly annoying right now because I always find rival characters mildly annoying.)
